How Traffic Warrants Work in Highland County
Highland General District Court hears Highland County's traffic and misdemeanor cases. Traffic and criminal matters sit on its docket the first and third Wednesday of each month at 1:30 p.m. The clerk is the first call for a citation, a missed date, or a payment question. The sheriff handles service and custody routing. Virginia law draws a line between a traffic infraction and failure to comply with a summons or notice. Not every missed traffic date creates a warrant, and unpaid balances can carry different consequences. Ask the clerk what process the court entered.
Highland County GDC Traffic Warrant Docket
Vickie King is the listed clerk. She serves the combined General District and JDR courts in Highland County. The GDC page names traffic jurisdiction, and the state court page lists local schedules and payment policy. Call (540) 468-2445 before traveling. Posted clerk hours are 8:30 a.m. to 4:30 p.m. weekdays. The official Highland combined-court page carries the court calendar. Traffic matters are heard on set docket days, not through a separate town court or warrant window.
Highland County Traffic Warrant Checks
Use OCIS or the General District case-information path. Search a covered Highland County case by name, case number, or hearing date, and pick the Highland court where offered. A hearing-date lookup finds a docket; that is not a warrant-status check, so treat it accordingly.
| Control | Type | Use | Limit |
|---|---|---|---|
| Court Level | Selection | Choose traffic/criminal level | Options vary by court |
| Division | Dropdown | Adult Criminal/Traffic | Current choices load in OCIS |
| Court | Dropdown | Select Highland GDC where listed | Case-number search requires a court |

| Hearing Type | Conditional | Narrow a date search if available | Values are court-specific |
The Virginia OCIS interface does not process payments. If a Highland County result shows no clear court event, call the clerk.
Virginia Traffic Forms for Highland Cases
Two traffic forms matter here. DC-211 is a petition for a payment agreement or a change to an existing agreement, and DC-202 is a motion to review an administrative suspension. DC-211 deals with fines and costs. It is not a warrant-recall form. DC-202 belongs to a separate license procedure. The Virginia traffic forms index shows the forms available to the public, so ask the Highland clerk which one fits the case before filing.
The form catalog is statewide; the local clerk confirms where a completed form goes.
Traffic Warrants: What They Show
Highland County publishes no sample traffic-warrant format or citation-number pattern. A public case result may show the court, the case number, the charge or traffic description, hearing events, and the disposition. Not every interface shows a process or service field.
| Court | Highland General District Court for traffic and adult misdemeanor files. |
|---|---|
| Case / citation | Case or citation identifier; no local warrant-number format was published. |
| Charge | Traffic offense description and statute or code where displayed. |
| Hearing event | Scheduled date, appearance, or later court event in the case history. |
| Payment / process | Balance, warrant, or service status only if shown; confirm with the clerk. |
Record the court and case number so the clerk can identify the file.
Infraction Absence and Summons Noncompliance Differ
Two Virginia statutes do different jobs. Section 19.2-258.1 lets a court hear a traffic-infraction case even after a person fails to appear, and it bars issuing a warrant for that failure under § 46.2-938. Section 46.2-938 is separate. It covers failure to comply with a summons or notice and lets the court order an arrest warrant. A nonservice or nonappearance return under § 46.2-938 can also bring DMV notice. Labels matter in Highland County. Ask the clerk whether the case is an infraction, a summons matter, or another charge before treating a missed date as a warrant. The summons noncompliance statute spells out that process.
The court can explain which legal route applies to a specific citation.
Clearing a Highland County Traffic Warrant
Find the GDC case first. Then call (540) 468-2445. Ask whether the court wants a new appearance, payment, an agreement, a motion, or another order. For sheriff service or custody, call (540) 468-2210. Highland County publishes no public traffic-warrant list, no town payment vendor, and no walk-in warrant schedule. The GDC payment policy, effective July 1, 2024, offers installment, deferred, or modified-deferred agreements for eligible balances. The clerk sets the terms for the Highland County case. Paying a balance or signing an agreement does not automatically recall a separate warrant. For an approved agreement, the statewide DC-211 form asks for the court, county, amount owed, payment choice, other court debt, financial details, and a sworn signature. Follow the clerk's filing instructions.
DC-211 Payment Requests Do Not Recall a Warrant
The payment form addresses court debt, not arrest process. It does not recall anything by itself. The Highland County clerk can tell you whether the payment request belongs in GDC and whether a separate capias or warrant needs a hearing or order. Keep your receipt. Ask when the case history will update. Virginia's § 19.2-358 covers defaults under a payment agreement. It also covers notice, show cause, and capias. An approved plan can address a balance, but it does not dismiss the ticket or guarantee that another court event goes away.
How Traffic Warrants Trigger License Holds
Not every unpaid fine suspends a license. Virginia law supports no blanket rule that every unpaid court fine suspends a driver's privilege. Current DMV guidance says courts may not suspend a Virginia driving privilege solely because fines and costs remain unpaid. That policy took effect July 1, 2019. Other statutory reasons for suspension still stand on their own. Section 46.2-938 still describes warrant and DMV-notice steps for failure to comply with a summons or notice. So ask whether your Highland County file involves an infraction, a warrant, a conviction balance, or another suspension ground. The Virginia DMV guidance explains the rule.
A Highland County ticket does not automatically trigger this court and DMV process.
Highland County Traffic Warrants for Monterey Tickets
Monterey's town office sits at 115 W. Main Street, and it works as a general town-government contact. It runs no municipal court. No warrant portal or traffic-payment system either. Hold court-warrant questions for Highland GDC, since Town Hall's general number may not treat them as legal business. Service questions go to the Highland County sheriff. The Monterey warrant page explains that town-office boundary and the local court route.
Highland County Traffic Warrant Confirmation
Call (540) 468-2445 for the GDC/JDR clerk. For sheriff service routing, use (540) 468-2210. Ask whether the docket shows a warrant, a summons return, or a payment agreement. No municipal court operates in Highland County. There is also no online citation vendor, public traffic-warrant roster, or dedicated traffic phone. If a case stays unclear, request the record. The county FOIA route reaches the right office, though sealing, juvenile confidentiality, or another statutory exemption can limit what it releases.
